The Transport Manager Qualification Explained
Everything you need to know about the Operators’ Certificate of Professional Competence and what it lets you do.
Operator Licence Types
There are two types of Operator Licence: Restricted, and Standard (National or International). The category depends on whether you transport goods (Road Haulage) or people (Passenger Transport).
The Standard Licence Requirement
To operate for hire and reward you need a Standard Operator Licence — and must name a professionally competent Transport Manager who holds an Operators’ CPC, gained by passing two examinations.
A Qualification For Life
Once passed, the Transport Manager CPC does not expire. Traffic Commissioners do expect Transport Managers to keep knowledge current through refresher training, typically every five years.
In-House Or External TM
Appoint an in-house Transport Manager (an employee, embedded in the business) or an external one on contract. An external Transport Manager can act for up to four operator licences, managing a maximum of 50 vehicles in total.
Road Haulage & Passenger Transport
The CPC you need depends on whether you’ll manage goods vehicles or public service vehicles. To manage both, you pass both sets of exams. We run tailored courses for each.
TM CPC vs Driver CPC
Entirely different qualifications. The Transport Manager CPC is a one-off qualification for the person responsible for the licence. The Driver CPC is periodic training drivers complete to keep their Driver Qualification Card.

Booked transport managers course to study online myself, all information explained in emails, decided after a few months to upgrade to a taught course, was no problem, all details sent by very clear and concise emails. Tutor was good, explained everything in detail in order to get us through the case study, exam technique was very important, which I wouldn't have got with the self study option.

Transport Manager FAQs
How hard is the Transport Manager CPC?
It’s a Level 3 qualification, covering a broad syllabus and two very different exams. It requires a basic level of Mathematics and English language skills. With structured materials, tutor support and question practice, it’s well within reach. Our bespoke resources are built specifically to prepare you for both papers.
How long does it take to qualify?
It depends on your chosen study method. Self-study candidates set their own pace with 12 months’ access, while our intensive 8-day courses run over 2 weeks and relaxed courses over 4 weeks, finishing just before the exams.
Do I need Road Haulage or Passenger Transport?
Choose Road Haulage to manage goods vehicle operations, or Passenger Transport to manage bus and coach operations. To manage both, you pass both sets of exams. We run tailored courses for each.
When is the last date to register for the exams?
For most online examinations, entries close two weeks before the exam date; for the online-only split sittings, entries close one week before. For in-centre examinations, entries close on the Monday before the online closing date. The exact last date to register is shown alongside each sitting in the Course Dates section above.
Do I have to pass both examinations at the same sitting?
No. If you decide to take just one paper, or if you fail a paper, you can take the remaining paper at a later date.
What happens if I fail one exam?
You only resit the paper you didn’t pass. A pass in the other paper stands, and you can take the remaining exam at a later sitting.
Why is the Case Study an open-book examination?
It allows the examiner to test a candidate’s ability to apply facts to a scenario, rather than simply remember and repeat information.
Why is the Multiple Choice examination not open book?
The Multiple Choice exam tests basic knowledge across a wide variety of areas. It’s designed to test recall of small factual pieces of information rather than the application of that knowledge.
Can I just sit the examinations with Enterprise?
Yes. The size of our examination venues means we generally have capacity to accommodate candidates who have previously studied elsewhere.
Can a company director be the Transport Manager?
Yes. A director can act as the named Transport Manager provided they hold the appropriate CPC qualification and can demonstrate continuous and effective management of the transport operation.
