Course overview

Keep Your Knowledge — And Your Operator Licence — Current

The Transport Manager CPC does not expire — but the Traffic Commissioner expects the person named on an Operator Licence to stay current and to demonstrate continuous and effective management. A 2-day refresher is the recognised way to evidence that your knowledge is up to date.

Over two days, our course gives you a complete, practical refresh of the Operator Licensing system and the day-to-day role of the Transport Manager. Day 1 covers the operator licensing regime — the same ground as our Operator Licence Awareness Training. Day 2 revisits that content in far greater depth, with worked scenarios and flexible time for the specific issues delegates face in their own operations.

The course is often recommended by the Traffic Commissioner and is frequently a condition of obtaining or retaining an Operator Licence. Many Transport Managers attend ahead of a hearing to show a clear commitment to maintaining their professional knowledge. Others simply see it as the best way to keep themselves and their staff running a fully compliant operation.

No exam, and it counts. Attendance across both days is what matters — there’s no test to pass. A PDF Certificate of Attendance is emailed to you on completion, and the course is relevant to both goods vehicle (HGV) and passenger (PCV) operators.

Returning TMs

Back in the role after time away and needing a current update.

TMs keeping CPD current

Evidencing ongoing professional competence as continuing development.

Multi-licence TMs

Why it matters

When Will A Traffic Commissioner Expect One?

A refresher can be taken voluntarily as CPD, or it can be a formal requirement. Either way, attending demonstrates a proactive, serious approach to compliance — something Traffic Commissioners consistently value.

  • You haven’t acted as a Transport Manager for 5 years — and need to evidence current competence.
  • Your qualification is more than 10 years old — and the Traffic Commissioner wants assurance it’s up to date.
  • You’re being added to more than one licence — or proposed on reduced hours.
  • On renewal of an Operator Licence — where recent CPD may be requested.
  • At a Public Inquiry — where continuous and effective management is being considered.

“Transport Managers should possess high-quality, professional knowledge to do their jobs effectively.”

Office of the Traffic Commissioner

A certificate from the last few years is far stronger evidence than simply having been in transport a long time. Failing to demonstrate current competence, on the other hand, can put your Good Repute — and the Operator Licence itself — at risk.

I sat a two-day TM refresher course with Enterprise Transport Training. I’m not really into online training, but I actually found this to be quite relaxed and straightforward. No pressure — Steve Clarke made it very welcoming and friendly, he’s a knowledgeable guy and welcomes plenty of questions, which he’s glad to answer. I will be taking my DCPC courses with them — prices are competitive.

Had to do a Transport Manager’s refresher course, so after just completing a very useful 5-day Driver CPC course I headed back to Enterprise. This was the first 2-day refresher I’d needed and I wasn’t sure of the requirements, but as with the Driver CPC it was thoroughly explained by the knowledgeable ‘teacher’ (Jason Smith), and the two days went well with good discussions and lots of answered questions. I would highly recommend this course.

Good to know

Frequently Asked Questions

The basics
Does the Transport Manager CPC expire?

No. The Transport Manager CPC qualification itself does not expire. However, the Traffic Commissioner expects the named Transport Manager to keep their knowledge current and to demonstrate continuous and effective management. A 2-day refresher is the recognised way to evidence that.

Is a refresher course mandatory?

There is no fixed legal renewal cycle for the qualification. In practice, though, refresher training is strongly expected — many operators work to a 5-year cycle as CPD, and a 2-day refresher is often set as a condition of granting or retaining a licence, or requested following a Public Inquiry.

Is the course suitable for HGV and PCV operators?

Yes. The refresher covers the responsibilities common to both goods vehicle (HGV) and passenger (PCV) operations, so it’s relevant whichever type of licence you hold.

Does a Restricted Licence holder need a qualified Transport Manager?

No — there is no requirement for a Restricted Licence holder to nominate a Transport Manager. However, the licence holder must still ensure they have the knowledge to comply with all relevant legislation. Our one-day Operator Licence Awareness Training is often the better fit in that case.

When & why
When will a Traffic Commissioner require me to attend?

A Traffic Commissioner may require a refresher where they feel your knowledge needs updating to keep the operation safe and compliant. Common triggers include: not having acted as a Transport Manager in the last 5 years, a qualification more than 10 years old, being added to more than one licence, licence renewal, or a Public Inquiry.

Which refresher course will a Traffic Commissioner require?

If the Traffic Commissioner makes attending a course a condition of granting an Operator Licence, they will specify the duration and type. The wording is typically that the applicant will:

‘participate in a virtual online two-day transport manager CPC refresher course. Courses must be run by a trade association (Logistics UK/RHA/BAR/CPT), a professional body (IoTA/CILT/SOE/IRTE), or an approved exam centre offering the transport manager CPC qualification in goods transport’.

As a Skills & Education Group Recognised Centre, Enterprise Transport Training meets the online training requirements of the Traffic Commissioners.

Can the Traffic Commissioner insist I attend?

Yes. The Traffic Commissioner regulates operators of goods vehicles and can require you to attend a refresher course if they consider it necessary — for example if they feel your knowledge and skills need updating to ensure your operations remain safe and compliant.

How will the Traffic Commissioner know I’ve undergone training?

On completion, a Certificate of Attendance is issued. The Traffic Commissioner may ask you to email a copy as proof. It’s worth keeping the certificate, along with the course details, as part of your CPD record.

The course & Driver CPC
Is there an exam?

No. There is no exam or test on the refresher course — you passed all that when you gained your original CPC. Attendance across both days is what counts, and a Certificate of Attendance is issued on completion.

Do I get Driver CPC hours?

Yes — Day 1 qualifies for 7 hours of Driver CPC, which is useful for Transport Managers who also hold a vocational (HGV/PCV) licence. You can add the 7 CPC hours to your booking for £8.75. (JAUPT approved centre AC02152.)

How much does it cost?

The 2-day course is £110+VAT (£132 inc VAT) per delegate — the UK’s lowest price for a 2-day Transport Manager Refresher. Add 7 Driver CPC hours for just £8.75.
